OUR CHARTER

As a nation, we are in the grips of a housing crisis. We have a mismatch between housing supply and demand up and down the country and we all need to play our part in tackling this deep rooted issue. Ensuring the North plays it part and has the homes needed to thrive and support a growing economy is central to our objectives at Homes for the North. We need to work collectively to achieve a rebalanced economy where the North capitalises on its potential and the people who live and work in our communities have a safe and secure place they are happy to call home.

Our work, over the last three years, has brought out thinking together in a charter to tackle these exact issues. Our charter reveals four key areas that need to be addressed to support the delivery of social and affordable homes. These four strand drive our focus and all our work to truly create a more balanced economy.

Ambition

Northern Position
  • In 2017/18, 72 local authority areas in the north delivered 35,560 new homes
  • To meet demand, 50,000 new homes are needed each year

  • The Northern Powerhouse Independent Economic Review (NPIER) reveals at 25% GVA per head performance gap between the north and the rest of the country
  • This highlights a need for local strategies designed to boost economic growth and homes to support it

  • Government should insist that local authorities align their local industrial strategies and housing supply plans
  • Methodology for assessing housing need should reflect economic growth strategies

Northern Position
  • Over 50% of new homes are being built without easy access to good local travel connections
  • Homes need infrastructure and new infrastructure needs new homes to support growth
Our Ask
  • The establishment of a pan-northern body to ensure that planning for housing and infrastructure are synchronised
  • Cross sector advisory body comprising Transport for the North, Homes England, Local Authorities, Local Enterprise Partnerships and Housing Associations with powers to scrutinise plans, issue guidance and make recommendations to maximise growth

  • Urban areas in the north are hindered by an industrial legacy

  • Re-adoption of area-based renewal programmes and a new deal between Government, local authorities and housing associations
